Section 8 - Health & Safety

The Health and Safety rules for BCO personnel and contractors are outlined in the BCO Oil Spill Response Plan (OSRP, Health & Safety, June 2004).

Based on the initial assessment, the Safety Officer coordinates the completion and distribution of the Site Safety and Health Plan. It includes:

  • Incident information
  • Site information
  • Meteorological and marine conditions
  • Status of response personnel resources
  • Hazards evaluation
  • Personal protection equipment requirements
  • Decontamination sites
  • Health and Safety logistical support

Limits to access the spill site need to be established immediately. These limit the risks of persons inadvertently entering an area that may be dangerous. Only persons authorized to enter the designated zones are allowed to pass through established security. The perimeters of the zones are established well beyond vapour, fire, or explosion dangers.

Examples of hazardous areas to be avoided during a response include:
  • High wave action areas
  • Steep cliffs, rocky outcropping
  • Bird nesting areas / Marine mammal haul outs
  • Private property (unauthorized access)
  • Inclement weather hazards
  • Other designated hazards
